HB 319 would expand the number of cases that the State Appellate Public Defender’s Office (SAPD) would be required to provide legal representation. Though the ACLU is supportive of the concept of alleviating burdens on trial court public defenders, this bill does not provide the resources needed for that shifted burden given that SAPD attorney caseloads exceed both Idaho and national caseload standards for appellate cases.
