Bill Text:

House Concurrent Resolution No. 23, introduced by the Judiciary, Rules and Administration Committee of the Idaho Legislature, seeks to apply to the United States Congress for a convention of states under Article V of the U.S. Constitution. The purpose of this convention would be to propose an amendment that limits the terms of office for members of Congress. The resolution emphasizes the authority granted to states to compel Congress to act when necessary and expresses the Idaho Legislature's desire to restore term limits for congressional members, a measure previously deemed unconstitutional by the Supreme Court.

The resolution formally requests that Congress convene a limited convention to address the issue of term limits for both the House of Representatives and the Senate. It directs the Secretary of State to communicate this application to various federal and state officials, ensuring that it is considered alongside similar applications from other states to achieve the two-thirds majority required for Congress to call the convention. Furthermore, the resolution establishes that this application will remain active until at least two-thirds of the states have made similar requests, superseding any previous applications on the same topic.
