This legislation would prevent young people from being detained in secure facilities for "status offenses." A status offense is a noncriminal act that is considered a law violation only because of a young person's status as a minor. The ACLU of Idaho objects to youth detention. This legislation is a step in the right direction to ensure that young people are not detained in secure facilities for trivial acts like violating curfew, running away from home, or truancy.
