This is one of four E-Verify bills introduced in the 2026 legislative session. Other E-Verify bills include HB 700, HB 704, and SB 1247.

HB 584 would establish a statewide E-Verify system, which is a heavily flawed and deemed unsuitable for verifying work authorization.

This system creates a whole new level of intrusive government oversight of daily life—a bureaucratic “prove yourself to work” system that hurts ordinary people.

We have seen similar legislation across the country and based on the statistics we can predict that the passing of this bill will create unemployment and create a burden on businesses who have been working to build their business up post-pandemic. Moreover, the system has been associated with employment discrimination against individuals perceived as foreign, violating civil rights laws.

2026 - HB 704 - Expanded Restrictions for Unauthorized Workers (E-Verify)

HB 704 contains all the mandatory E-Verify requirements and escalating penalties of HB 584, but eliminates every protection and carve-out. This makes it the most dangerous of the four E-Verify bills.

HB 700 would make it a misdemeanor for an employer to knowingly employ, recruit, or refer unauthorized workers in Idaho.
