This bill proposes several amendments and repeals related to voter registration and identification requirements in Idaho. Notably, it repeals Section 34-1114, which previously allowed voters to use an affidavit in lieu of personal identification. Additionally, it amends Sections 34-409, 34-1012, and 34-1106 to remove references to this affidavit and make technical corrections. The amendments clarify the requirements for electronic voter registration, early voting procedures, and the identification needed when voting, specifically emphasizing the necessity of valid photo identification as outlined in Section 34-1113.

The bill also introduces a more streamlined electronic voter registration process, allowing qualified electors with valid driver's licenses or identification cards to register online. It mandates that the Secretary of State's office maintain security measures to ensure the integrity of electronically submitted applications. The effective date for these changes is set for January 1, 2027, allowing time for implementation and public awareness of the new regulations.
