Would allow all Idaho residents who pass a written and driving tests, pay the fees, and provide proof of identity and residence, to receive a driver's authorization license, regardless of citizenship status. It does not give the card holder additional rights or privileges associated with having an Idaho state driver’s license. 

SB 1132 Provides an alternative for Idahoans who do not want, cannot afford or do not have access to the documents required for the REAL ID card. This includes people such as the elderly, people with low incomes, folks who were formerly incarcerated and immigrants without legal status. Idahoans who choose not to get the enhanced REAL ID license would be able to either keep their standard license or apply for the driver authorization card, if all other DMV requirements are met.
